CIDB contractor registration: an introduction for new contractors
Short answer: the Construction Industry Development Board (CIDB) registers contractors in Malaysia. A company that carries out construction work is generally expected to be registered, and the registration shapes the kind and size of work it may take on. A new contractor should plan the company, the people and the records first, because registration looks at all three.
What CIDB does
CIDB regulates and promotes the construction industry. Among its functions is registering contractors, grouping them by category and capability, and setting expectations for quality, safety and workforce skills. Government and many private clients expect contractors to be registered, so registration is often a gateway to work.
Registration belongs to the company
Contractor registration is held by the company, not by an individual. The company needs to exist first, with a suitable structure and records. See our overview of setting up a company. The company's address, people and financial standing are part of what the board considers, so consistent, up-to-date company records help.
People and capability
Registration generally considers who is behind the company and whether it has the capability for the work it wants to take. That can involve qualified or experienced people and the company's financial position. The requirements differ by category and have been updated over time, so we do not list them. Ask for the current requirements for the category you have in mind before you hire or invest.
Categories and what they mean for you
Registration is organised by grade and by specialisation, which relates to the size and type of work a contractor may take on. The right category is a business decision, not just a form choice: aiming too high may mean the application cannot be supported, while aiming too low can limit the projects you can tender for. Discuss your target projects with an adviser before choosing.
CIDB and the people on site
Construction sites also involve requirements for workers, including skills certification and site-entry cards often called green cards. Those relate to individuals and training, and they are separate from the company's registration. If you plan to use foreign workers, read our foreign worker quota guide, and note the FOMEMA screening guide.
Other approvals around a project
Contractor registration is only one part of operating. Premises used as an office or yard may need a council licence, covered in our premises licence basics. A specific project may also need approvals from other agencies. Do not assume CIDB registration covers them.
Renewal and keeping records
Registration is not permanent and has to be kept current. Changes in the company's details, such as address, directors or shareholding, may need to be reported. Keep the registration certificate, the renewal date and supporting records in one place. See our note on keeping company documents ready.
Planning mistakes to avoid
- Registering a company with a name or structure you may want to change soon.
- Choosing a category without a view of the projects you want.
- Assuming a consultant can guarantee the result.
- Hiring workers before checking the site and permit rules.
- Letting the renewal slip so tenders are blocked.
