Business premises licences from local councils in Johor: the basics
Short answer: a business that operates from premises in Johor generally needs a licence from the local authority that covers the location. The licence depends on the activity, the premises and the zoning, so check the premises before you sign a tenancy or spend on renovation. Company registration alone does not authorise you to trade from a shop.
Why councils license premises
Local authorities in Malaysia, known as PBTs, regulate the use of premises in their area: health and safety, fire and building matters, signage, waste and planning. A licence is how the council records who is carrying on which activity at which address. Johor has several authorities, including city, municipal and district councils, and the one that matters is the one whose area covers the premises.
Three things that shape the licence
- The activity. A café, a clinic, a workshop, an office and a retail shop are treated differently, and some activities need clearances from other agencies first.
- The premises. The type of building, how it has been approved for use, and its condition all matter. A unit approved as a residence is not automatically suitable for a commercial activity.
- The zoning. The land-use category of the area limits what may operate there.
None of these is something you can fix after you sign a tenancy. Checking early is cheaper than relocating.
Order of thinking
A sensible order is: decide the activity, shortlist premises, ask the council or your consultant whether that activity is acceptable at that address, and only then commit. Where the activity needs an approval from another agency, such as for food, health, education or construction-related work, that approval may need to come first. For construction businesses see our CIDB registration introduction.
Company first, licence second
Councils generally want to see that the business is a properly registered entity or a registered sole trader. If you are still forming the company, our guide to setting up a company covers that stage. Make sure names and addresses are consistent across the company records, the tenancy and the licence application, because mismatches cause questions.
Renewals, changes and conditions
A licence is not forever. It generally has to be renewed, and changes such as moving, changing the activity, adding a signboard or changing ownership may need approval. Keep the licence conditions where staff can see them and calendar the renewal. Our note on keeping company documents ready explains why dates need an owner.
Employing staff at the premises
If you plan to hire foreign staff, remember that the premises and the licence feed into that application as part of the picture of a real, operating business. See the foreign worker quota guide.
Costs
Council licence charges and any related fees are set by each authority and change from time to time. We do not quote them. Ask the council for its current schedule and ask your consultant to show government charges separately from professional fees.
Common mistakes
- Signing a tenancy before checking the zoning and permitted use.
- Spending on renovation before the council has agreed the activity.
- Opening before the licence is in hand.
- Forgetting separate signage approvals.
- Letting renewal dates slip.

FAQ
Do I need a council licence if I already have an SSM registration?
Usually yes if you operate from premises. Company registration creates the entity; the council licenses the activity at the premises.
Which council handles my premises?
It depends on the location of the premises. Johor has several local authorities, each covering a defined area.
Is the signboard covered by the same licence?
Often it is handled separately. Ask the council what applies to your signage.
Can I start trading while the licence is pending?
That is a risk. Operating without the required licence can lead to enforcement. Confirm the position with the council before you open.
